Function rotate

rotate(out: polar.Polar, a: polar.Polar, rad: number): polar.Polar
Rotates a Polar by an angle (in radians), wrapping theta into (-pi, pi].
Parameters
- out: polar.Polar
  the receiving Polar
- a: polar.Polar
  the source Polar
- rad: number
  the angle to add to theta
